About You / What We Are Looking For

As a key member of the City's leadership team, the Director, Corporate Planning plays a strategic role in shaping Coquitlam’s future. Working with Council and the City’s senior leadership team, this position requires an innovative and forward-thinking leader who thrives in a dynamic and evolving municipal environment. You are politically astute, with the ability to translate the City’s long-term priorities into operational initiatives, working with departments to fulfill Council’s vision. Ensuring the City remains responsive to the external environment, Council’s direction and community needs, you excel in navigating complex policy, governance, and business process challenges.

Reporting to the General Manager, Corporate Services, you will be a member of the departmental senior leadership team, providing oversight to the Corporate Planning division and contributing to departmental initiatives. You will lead the City's corporate planning processes, driving strategic initiatives and business improvement efforts to enhance service delivery and organizational effectiveness. In this role, you will provide critical insights, facilitate cross-departmental collaboration, and champion continuous improvement across all facets of municipal operations. Your ability to foster relationships, be solutions-oriented and work horizontally across the organization with other departmental leaders will be key to your success.

Key Responsibilities

  • Lead the City’s corporate planning framework, including the strategic plan renewal, business planning, and performance measurement.
  • Provide high-level advice and recommendations to Council and City senior leadership on a range of important municipal issues such as corporate governance, financial planning and asset management, operational priority setting and key performance indicators.
  • Collaborate with the General Managers and departmental leaders to ensure alignment between organizational objectives and Council’s vision.
  • Lead major corporate initiatives, including modernization efforts, efficiency reviews, and governance projects.
  • Oversee strategic space planning and ensure that space decisions align with long-term organizational goals.
  • Foster a culture of collaboration and innovation, engaging both internal and external stakeholders to inform public policy decisions.  
  • Provide oversight to divisional capital and operating budgets, contributing to sound departmental financial practices.
  • Seek practical solutions to complex municipal issues and understand the importance of public service values.

Qualifications

  • Bachelor’s degree in Public Administration, Public Policy, Business Administration, or related field (Master’s degree preferred).
  • A minimum of 10 years of progressively senior experience in municipal government or a related public sector environment, with a focus on strategic and operational planning.
  • Proven experience in providing high-level advice to senior executives and elected officials.
  • Strong leadership and people management skills, with experience leading teams in a unionized environment.
  • Expertise in business process improvements, strategic policy development, stakeholder engagement, and change management.
  • Excellent written and oral communication skills, with the ability to influence, negotiate, and build strong relationships across an organization.
  • Demonstrated ability to manage complex projects, budgets, and organizational change initiatives.
  • Political acumen and experience navigating complex governance environments.

What We Offer:

 

This excluded position has an annual salary range of $183,753 - $214,965.  The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.
