About You / What We Are Looking For
You are a seasoned and strategic leader with a deep understanding of corporate administration and governance, ideally in a local government context. You thrive in complex, high-profile environments and bring a professional, solutions-focused approach to performing the statutory duties of the Corporate Officer and facilitating the legislated processes of Council. You are not only a subject matter expert in corporate governance matters — you are a trusted advisor, a collaborative leader, and a champion of transparency, accountability and innovation.
As the Director, Legislative Services, you will report directly to the Deputy Chief Administrative Officer (DCAO) and your focus will be on leading a dedicated team of professionals and technical experts responsible for Council and corporate administration, records and information management, privacy legislation compliance, and municipal and school district elections. You possess exceptional leadership, judgement and interpersonal skills and have the ability to develop strong working relationships with senior management, staff, elected officials and external interest holders.
In this role, you will:
- Provide vision and leadership, guiding and shaping legislative and corporate governance and administration services.
- Lead in the multi-phased strategic transformation of legislative services including modernization of policy and business processes; technology renewal; organizational change management; development of training programs and documentation of operating procedures.
- Fulfill the powers, duties and functions of the Corporate Officer as set out in Section 148 of the Community Charter and provide strategic direction and oversight to deliver the related activities of the Legislative Services division as required by the Local Government Act and Community Charter, including Council and Council committee meeting agendas, minutes, and bylaws.
- Provide strategic direction and oversight of statutory duties related to Freedom of Information and Protection of Privacy Act including records management programs.
- Represent the division in city-wide interdepartmental initiatives and provide strategic advice to the CAO, DCAO, General Managers, staff and elected officials.
- Provide direction and approval for new policy development and complete final reviews on procedure manuals, policy statements, Council resolutions, and technical advice.
- Prepare bylaws, reports and presentations to Council, as required, and in response to legislative changes or suggested administrative changes.
- Participate in the budget planning process, manage allocated resources efficiently, and propose resource requirements based on workload and divisional needs.
- Provide leadership, coaching and mentorship to staff and oversee external consultants, as needed.
- Provide oversight of municipal and school board elections and by-elections, including hiring election officials and support staff, when needed.
You bring:
- A strong understanding of local government legislative frameworks, Council procedures, and public sector governance.
- Proven leadership experience in a senior management role within a complex, multi-stakeholder environment.
- Excellent communication skills, political acumen, and the ability to build trust and credibility with elected officials, staff, and the community.
- A passion for public service and a commitment to upholding democratic values.
Minimum Qualifications
- A Master’s degree in Business Administration, Public Administration, Political Science, Leadership, or a related field.
- A minimum of 10 years of progressive management experience in a related position or senior-level professional role.
- An equivalent combination of education and experience may be considered.
Preferred Qualifications
- Experience in a municipal or government setting.
- Familiarity with the Community Charter, Local Government Act, and other relevant legislation.
- Experience overseeing municipal elections and managing privacy and records programs.
- Strong understanding of interdepartmental collaboration and public engagement practices.
What We Offer:
This excluded position has an annual salary range of $183,753 - $214,965 (2025 Rates). The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.
