About You / What We Are Looking For
The City of Coquitlam is
seeking a strategic, highly analytical, and collaborative professional to join
our Planning and Development Department as the temporary Manager of Business Services.
This role is ideal for a strong business leader who thrives in complex
environments, brings a systems-thinking mindset, and is motivated by continuous
improvement in public service delivery.
As part of the Business
Services Division, this position plays a critical role in enabling the Planning
and Development Department to deliver on its mandate by providing strong
financial leadership, governance oversight, forecasting expertise, and internal
controls. You will work within a multidisciplinary team that supports business
process development, data intelligence and analytics (including GIS), strategic
planning, finance, administration, and governance for a department of
approximately 125 full-time employees.
Reporting to the Manager,
Business and Innovation, you will support departmental leadership and
senior management through high-quality analysis, forecasting, reporting, and
strategic initiatives. This role requires someone who can build trusted
relationships across the organization, translate complex data into meaningful
insights, and confidently contribute to corporate-wide discussions involving
finance, policy, and long-term planning.
Main Responsibilities
·
Manage
the Department’s annual budget process,
including coordination, analysis, and submission.
·
Prepare
and oversee trimester financial
reporting, including variance analysis and executive-level reporting.
·
Develop,
manage, and continuously refine comprehensive
operating and capital revenue forecasts, recognizing the
complexity and materiality of departmental revenues.
·
Design,
maintain, and evolve a multi-faceted
long-term capital revenue forecast that informs the City’s long-term
capital plan funding, leveraging data from the Official Community Plan (OCP)
·
Collaborate
closely with Finance to ensure alignment with corporate financial strategies,
accounting standards and long-term financial planning.
·
Support
the reporting of department and divisional KPI’s or other data metrics as
needed.
·
Identify, assess, and
proactively manage financial, operational, and governance risks within the department
by establishing mitigation strategies, strengthening internal controls, and
ensuring alignment with corporate risk management frameworks.
·
Provide
support for internal governance
documentation, including the preparation of standard operating
procedures, and business processes documentation.
·
Supervise
finance staff while contributing to broader divisional initiatives.
·
Act
as a key liaison with other City departments, supporting cross-functional
initiatives, interdepartmental projects, and corporate priorities.
·
Support
the Manager, Business and Innovation with strategic initiatives, innovation projects, Council and corporate reports,
and financial updates, including trimester reporting.
·
Prepare
and present clear, concise, and defensible reports for senior leadership,
Council, and corporate stakeholders.
Minimum Qualifications
·
Bachelor’s degree in Business,
Finance, Accounting, Commerce, or a related discipline.
·
Minimum five (5) years of experience in a strategic management or senior
professional role.
·
Demonstrated experience
preparing and managing complex
operating and capital budgets.
·
Proven experience writing public-facing and/or executive-level reports.
·
Solutions-oriented and
innovative thinking in order to develop new ways to deliver public
services.
·
Ability to utilize data to draw
logical, analytical conclusions.
·
Track record of success in
promoting and maintaining a work environment which fosters and rewards teamwork,
initiative, accountability, diversity and innovation.
Preferred
Qualifications
·
CPA,
MBA, or equivalent graduate-level education
·
Experience preparing and
managing complex revenue forecasts,
including long-term financial models.
·
Experience delivering public or professional presentations
to senior leadership, Council, or executive audiences.
·
Experience working in a public sector or municipal government
environment.
The ideal candidate will have strong written and
verbal communication skills, excellent critical thinking skills, and experience
in report writing, financial and data analysis.
This will be supported by excellent interpersonal skills and a natural
ability to build and maintain effective working relationships. This individual will be highly organized with
a proven ability to manage multiple concurrent projects and demands, including
identifying stakeholder interests, financial opportunities, organizational
priorities, and other strategic tools and techniques. This position will play a
key role in supporting organizational success by leveraging their work to
champion the City’s continuous improvement goals and business plan
priorities.
What We Offer:
This excluded position
has an annual salary range of $142,820 - $160,654 (2025 Rates). The rate of pay is based on a variety of
factors including qualifications, knowledge, experience and skills.
