About You / What We Are Looking For

Due to a promotion, we are seeking an experienced engagement and communications professional ready to step into a leadership role as Coquitlam’s Civic Engagement Manager.   In this key role, you’ll oversee a small team of unionized staff dedicated to supporting Coquitlam’s community engagement efforts, including digital engagement via the City’s social media channels. This position is one of two excluded managers reporting to the Senior Manager, Communications and Civic Engagement and falls within the Corporate Services Department.

In this role, you will be crucial to shaping the City’s consultation strategies and continuing the implementation of Coquitlam’s Community Engagement Framework, ensuring our engagement efforts effectively reflect our community's diverse values. As part of our larger Communications and Civic Engagement team, your work will support the City’s strategic objectives and business plan priorities, by fostering genuine community connections and contributing significantly to community planning and major capital projects.  

A critical and strategic thinker, the successful incumbent will be able to demonstrate results in developing successful engagement strategies and delivering compelling outreach materials. This will be supported by exceptional interpersonal and communication skills complemented by a natural affinity for developing and maintaining effective working relationships, as well as the ability to draft reports and make presentations to senior leaders and stakeholder groups. The individual will also be highly organized with a proven ability to manage multiple concurrent projects and demands, including identifying community interests and issues, budget constraints, competing organizational priorities, and appropriate engagement tools and techniques. This position will play a key role in supporting organizational success by leveraging their work to champion the City’s vision, strategic goals, business priorities and civic engagement objectives.

Minimum Qualifications

The ideal candidate with have a Bachelors Degree in Communications, Public Relations and/or related field, with at least 5 years experience in a leadership role that includes public relations, social media, media relations and issues management, as well as leading staff. IAP2 certification and experience within the public sector, ideally in a municipal or regional government setting, are preferred.

Additional Requirements:

  • Proven experience in leading staff and directing public engagement, social media and public relations strategies.
  • Strong grasp of public engagement, strategic communications, issues management and media relations principles.
  • Successful track record of fostering a work environment that celebrates teamwork, initiative, diversity and innovation.
  • Proven capability to excel both as an individual contributor and as an integral part of collaborative team efforts across various departments.
  • Demonstrated ability in strategic decision-making, managing multiple projects and identifying emerging issues with accountability and resourcefulness.
  • Familiarity with local government operations and processes.
  • Proficiency in effectively using marketing, promotional, social media and public engagement platforms.

What We Offer:

This excluded position offers an annual salary range of $126,625 - $142,435 (2025 Rates), based on a variety of factors including qualifications, knowledge, experience and skills.
