About You / What We Are Looking For
As the Manager, Human Resources Strategy and Labour Relations, you will play a pivotal role in shaping and executing HR strategies that align with our municipality’s goals. Your expertise in labour relations and corporate reporting will be crucial in driving our HR initiatives forward. Key Responsibilities
- Craft and implement HR strategies that support organizational objectives, long-term workforce planning, and continuous improvement.
- Oversee labour relations activities, including collective bargaining, contract administration, and dispute resolution, while proactively identifying areas for process improvement.
- Work closely with union representatives and other stakeholders to maintain constructive labour relations.
- Prepare, review, and present detailed HR reports, internal memos, and policy briefs to senior leadership, ensuring clarity and precision.
- Lead the development and ongoing review of HR policies, ensuring they are innovative, compliant with legislation, and reflect best practices.
- Ensure adherence to employment laws, collective agreements, and municipal regulations, providing expert guidance on policy interpretation and obligations.
- Assist the CHRO with Council reports, presentations, and recommendations, ensuring timely and accurate information for policy decisions.
- Lead initiatives to enhance workplace culture, diversity, equity, and inclusion.
- Support ideation and collaboration sessions to drive HR innovations and organizational improvements.
- Provide advice and support to managers on employee relations, performance management, and the application of policies and procedures.
Qualifications
- Bachelor’s degree in Human Resources, Labour Relations, Business Administration, or related field (Master’s degree preferred).
- Hold the CPHR designation or working towards it
- Extensive experience in HR strategy development, policy writing, and labour relations, preferably in a public or municipal setting.
- Demonstrated ability to draft clear, concise reports, memos, and policy recommendations for diverse audiences, including senior management and elected officials or board of directors.
- Strong understanding of employment law, labour relations practices, and collective bargaining.
- Exceptional communication, negotiation, and interpersonal skills, with a creative approach to problem-solving and ideation.
- Experience working with unions and managing complex employee relations issues.
- Proven ability to collaborate with cross-functional teams and lead initiatives that enhance workplace culture and organizational performance.
What We Offer:
This excluded position has an annual salary range of $142,820 - $160,654. The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.

Additionally, there is an opportunity to participate in a flex day program. This position is based in Coquitlam with some flexible, hybrid work options available. The City offers an attractive vacation and extended benefits package, including the ability to contribute to the Municipal Pension Plan.
