In this pivotal role, you will report directly to the Chief Human Resources Officer, lead a talented team of HR Advisors, and contribute to divisional priorities. Together, you will drive the City’s talent and people strategies, ensuring alignment with organizational goals and community values.

 

You’ll be at the helm of designing and implementing innovative recruitment strategies, supporting organizational design and development, and strengthening HR policies and procedures that support a thriving, inclusive, and future-ready workforce. In this role, you will

 

  • Provide strategic HR leadership on all talent-related matters, ensuring compliance with legislation, collective agreements, and best practices.
  • Lead the development and execution of city-wide talent acquisition strategies, succession planning, and career development initiatives.
  • Anticipate workforce trends and proactively adjust programs to align with Council priorities and community needs.
  • Work with client groups to provide strategic workforce planning and analysis to prepare the City for the future of work.
  • Lead, coach, and develop a high-performing HR team, fostering a culture of service excellence and continuous improvement.
  • Manage an operating divisional budget including forecasting, monitoring, and reporting.
  • Contribute to long-term planning for the division, aligning operational goals with the City’s strategic direction.
  • Promote cross-departmental collaboration and maintain strong internal communication across the organization.

 

Qualifications and Experience

 

  • A Bachelor’s degree or higher in Business Administration, Commerce, Public Administration, or a related field.
  • A professional HR designation (e.g., CPHR) is preferred.
  • 7–10 years of progressive HR leadership experience, ideally within a unionized, public sector or government setting.
  • Demonstrated expertise in talent acquisition, people strategy, and organizational development.
  • Proven ability to lead and inspire teams, manage complex projects, and influence senior stakeholders.
  • Strong knowledge of employment legislation, collective agreements, and HR policy development.
  • Exceptional communication, analytical, and strategic planning skills.

 

 

What We Offer:

 

This excluded position has an annual salary range of $142,820 - $160,654.  The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.

Additionally, there is an opportunity to participate in an earned day off/flex day program. This position is based in Coquitlam with some flexible, hybrid work options available. The City offers an attractive vacation and extended benefits package, including the ability to contribute to the Municipal Pension Plan.
