About You /
What We Are Looking For
The
City of Coquitlam is seeking an accomplished and forward-thinking professional
to join our Information & Communications Technology (ICT) Division as Manager, Technology Strategy. Reporting to the Chief
Information Officer (CIO), this new role presents an exciting
opportunity to help shape the City’s technology direction and long term vision for
innovation, digital transformation, and service excellence across the
organization and City.
You
are a collaborative and strategic leader who can see both the big picture and
the tactical plans that make it work. With a strong understanding of IT
strategy, governance, and planning and portfolio management, you thrive on
connecting business priorities with modern technology solutions. You bring
experience leading and developing interdisciplinary teams and frameworks that
ensure technology investments deliver measurable value.
In
this key leadership role, you will lead and develop Enterprise Architecture, Portfolio Management, and Performance Management. Working closely with senior leaders
across departments you will plan for a future-ready ecosystem.
Your
ability to build strong relationships, provide strategic advice, lead with
influence, and expertise report writing and presentations for Council and our
Executive team will be essential to your success. You are motivated by purpose and
service, energized by collaboration, and ready to help drive Coquitlam’s modernization

Minimum
Qualifications
- Bachelor’s degree in Computer Science, Information Technology,
Business Administration, Public Administration or a related field.

Minimum of 8 years of progressively responsible
experience in information technology, including 5 years in a leadership or
management role overseeing enterprise-level technology functions.
- Demonstrated experience in IT strategy development and
enablement strategies, IT governance, enterprise architecture, and planning and
portfolio management.
- Excellent communication and written skills, with the
ability to influence, collaborate, write reports and present effectively to
Council, executives, and business leaders.
- Expert analytical and critical thinking skills with a
forward-looking mindset to identify strategic opportunities and risks.
- Solid understanding of emerging technologies, digital
transformation practices, and enterprise modernization.
Preferred
Qualifications
- Master’s degree in Business Administration, Public
Administration, or Information Technology.
- Experience working in a complex multi-stakeholder large
organization.
- Professional certifications such as TOGAF, ITIL, CGEIT, or
PMP.
What We Offer:
This excluded position has an annual
salary range of $142,820 - $160,654 (2025
rates). The rate of pay is based on a
variety of factors including qualifications, knowledge, experience and skills.
You will have the chance to join a

Additionally, there is an opportunity to participate in an earned day off/flex
day program. This position is based in Coquitlam with some flexible, hybrid
work options available. The City offers an attractive vacation and extended
benefits package, including the ability to contribute to the Municipal Pension
Plan.
