About You / What We
Are Looking For
The City of Coquitlam is seeking up to two experienced Senior ICT Project
Managers to help lead some of the organization’s most significant technology
modernization and digital transformation initiatives, including a major
enterprise-wide Enterprise Resource Planning (ERP) transformation.
Reporting to the Manager, Project Management, these roles are
responsible for leading complex, enterprise-wide projects that support the
City’s strategic priorities and enhance how services are delivered to our
community. Working across departments, you will partner with business leaders,
subject matter experts, vendors, solution providers, implementation partners
and executive sponsors to deliver high-impact projects that drive innovation,
modernization, and organizational change.

We are
looking for collaborative and strategic project leaders who bring strong
business acumen, exceptional communication skills, and a proven ability to lead
large-scale transformation initiatives. As one of these roles will play a key
leadership role in the City’s enterprise-wide ERP transformation, significant
experience leading a major, multi-year, cross-functional ERP implementation
will be particularly important. This experience should include accountability
for coordinating multiple business and technology workstreams, executive-level
governance, external partners and significant organizational change.
These roles offer the opportunity to influence how one of British
Columbia’s fastest-growing municipalities leverages technology to improve
services, modernize operations, and support future growth.
Main Responsibilities
- Lead large,
enterprise-wide technology modernization and transformation projects and
programs, including major ERP implementations, from strategy and planning
through procurement, implementation, go-live, stabilization and transition to
service.
- Develop
and manage project plans, budgets, schedules, governance frameworks, risk
management strategies, and communication plans to ensure successful project
outcomes.
- Partner
with departments across the organization to identify business needs, define
project objectives, and align initiatives with Council priorities, business
plans, and ICT strategic objectives.
- Lead and
coordinate cross-functional project teams and multiple interdependent
workstreams involving internal staff, business stakeholders, technical
resources, consultants, solution providers, vendors, and implementation
partners.
- Manage
relationships with external vendors, solution providers and implementation
partners, establishing clear accountabilities and proactively addressing
performance, delivery, scope and dependency issues.
- Work
closely with change management resources and business leaders to support
organizational readiness and the adoption of new technologies, processes and
ways of working.
- Present
project updates, recommendations, key risks, issues, decisions required,
timelines and performance metrics to executive sponsors, steering committees
and senior leadership.
- Develop business cases and
project charters, and work with Procurement and other specialists to support
the development of procurement documentation and Requests for Proposals (RFPs).
- Establish
and enhance project management methodologies, governance practices, tools, and
frameworks that support continuous improvement across the organization.
- Monitor
project financial performance and ensure responsible stewardship of public
funds through effective budget management and resource planning.
- Build
and maintain strong relationships with internal and external stakeholders while
facilitating collaboration across multiple departments and project teams.
- Identify,
assess, and proactively manage project risks, issues, dependencies, and
opportunities throughout the project lifecycle.
- Provide
guidance and mentorship to project team members and, where required, other
project managers leading related workstreams, while promoting project
management best practices and a culture of continuous improvement.
Minimum
Qualifications
- Bachelor’s degree in Business
Administration, Computer Science, Information Technology or a related
discipline, plus a minimum of eight years of progressive project management
experience leading large, complex IT, enterprise technology or digital transformation
initiatives; or an equivalent combination of education, training and
experience.
- Project
Management Professional (PMP) certification.
- Demonstrated
experience delivering complex projects using waterfall, Agile and/or hybrid
project management methodologies.
- Demonstrated
experience leading large, multi-year, enterprise-wide projects or programs
involving multiple departments, business functions and interconnected
workstreams.
- Experience managing project
budgets, vendors, solution providers, procurement processes and external
implementation partners within complex technology initiatives.
- Demonstrated
experience working with executive sponsors, steering committees and senior
leaders to support governance, decision-making, risk management and project
accountability.
- Strong
written, verbal, facilitation, and presentation skills, with the ability to
communicate effectively with both technical and non-technical audiences.
- Experience supporting
organizational change, business readiness and successful transformation
outcomes associated with major technology implementations.
Preferred Qualifications
- Master’s degree in Business
Administration, Information Technology, Computer Science or a related
discipline is considered an asset.
- Experience leading a major,
large-scale ERP transformation within a complex organization, involving
multiple business functions, project workstreams, integrations and
organizational change, through significant stages of the project lifecycle,
including planning, procurement and/or partner selection, design,
implementation, testing, organizational readiness, go-live and stabilization.
- Experience with major
enterprise ERP platforms such as Oracle, SAP, Workday, Unit4 or comparable
enterprise solutions.
- Experience working within a
large, complex organization, such as a municipality, Crown corporation, health
authority, government agency or similarly complex private sector organization,
is considered an asset.
- Prosci,
Certified Scrum Master (CSM), Product Owner, Lean Six Sigma, Organizational
Change Management (OCM) or similar certifications.
- Experience
working across waterfall, Agile and hybrid delivery environments and adapting
project methodologies to the needs of complex enterprise implementations.
- Experience
developing project governance frameworks, methodologies, standards, and
continuous improvement initiatives.
- Experience
coordinating large, cross-functional project teams involving project managers, business
analysts, change specialists, technical resources, implementation partners and
executive sponsors.
The

driving results within complex organizational environments.
You are equally comfortable working with executive
sponsors and steering committees, business leaders, technical teams, solution
providers and external implementation partners. You understand how to keep
large transformations moving when multiple workstreams, dependencies, risks and
stakeholder interests need to be balanced.
You are known for your strong judgement, emotional
intelligence, and ability to communicate effectively with both technical and
business audiences. You are proactive, solutions-oriented, and capable of
independently leading initiatives while knowing when to escalate issues and
engage stakeholders.

What We Offer:
This excluded position has an annual salary range of $131,057 – $147,420 (2026 rates). The rate of pay is based on a variety of
factors including qualifications, knowledge, experience and skills.
